Traverse only what the evidence can support.
Atlas is the connective tissue between IGRM’s geographic observations, detected episodes, sector context, versioned exposure objects and bounded scenarios. Each surface preserves its own construct and maturity: a news map is not an exposure map; an associated market cell is not causal attribution; a synthetic edge is not a real dependency.

What must be true before Atlas becomes a real dependency network
The October objective is not to draw more lines. It is to publish a bounded universe whose omissions, rights, freshness and edge accuracy can be audited.
- Declared universes.Versioned firm, port, commodity, corridor, sector and state frames with inclusion rules and denominators.
- Rights-approved evidence.Signed source decisions and redistributable lineage for every public edge.
- Independent edge audit.Precision, recall, staleness and missingness measured against the declared frame.
- Typed transformations.Only registered, unit-compatible traversal and scenario functions; unsupported chains abstain.
- Versioned releases.Signed knowledge cutoffs, correction history and exact point-in-time reconstruction.
Atlas is one pillar of the eight-part IGRM system. Its machine foundations use the open evidence standard; its data limitations remain governed by the methodology and corrections record.
